You say possessed heating and cooling system... I had a friend who was driving a car around in the winter without heating, and it was not a pretty sight. (He really didn't have the money to fix it, so I understood, but still...) And perhaps _especially_ in the winter, having AC (directed at the windshield) is a Good (tm) thing to have. Hopefully the issues that remain will not have any safety impact and only minimal comfort impact.
